Where in the World Is Carmen Sandiego' is an adventure game that plays the mouse pointer-and-click (or the controller). It consists mainly of fixed images representing famous tourist places. Following the versions, a few visual and sound animations in the humorous style add to the progress of the surveys.

A police investigation is to trace a malfrat, from city to city, to stop it. The player has a limited time to resolve the case, usually less than a week: the time defies every move. Once you arrive in a new location, you have to collect enough information to be able to guess the next destination of the thief (among four proposals). For this reason, the investigator can visit three places (museum, market, library, etc.) to meet witnesses who provide him with clues about the identity of the malfrat and its centres of interest. Once the track is up (after a few cities), the investigator must request an arrest warrant before he can arrest the suspect. He is invited to provide the identification elements collected during the investigation (physionomie du malfrat, hobby, distinguishing signs...). As he solves business, the investigator goes up to rank and approach Carmen Sandiego's track.
